If all the students have an IEP that state they must have a full time aide, the school will have to provide one. Now, if possible, they may see if there are ways to share an aide or combine the kids in some way, but it will depend on exactly what is called for in the IEP. If they do in fact all have to have a one-on-one, they will have one. However, keep in mind that most school systems feel that having a one on one in the higher grades can cause social issues, so may try to find other adaptations to make the child "blend" more.
